He was a Commissioner for Boy Scouts of America, Jayhawk Council and a recipient of the Silver Beaver Award. He was in the Topeka Police Reserves and a member of the North Topeka Neighborhood Improvement Association. He was a previous member of the LULAC Council. He was a participant at Papan's Landing Senior Center.

Ortega, Sr. will lie in state at Penwell-Gabel Mid Town Chapel after 11:00 a.m. Friday, August 23, 2002, where the family will receive friends after a 5:45 p.m. Scriptural Rosary, a Parish Prayer Service at 6:30 p.m. and a 4th Degree Knights of Columbus Rosary and Reading of the Chalice at 7:00 p.m.
