Phillip Stallard

Phillip L. Stallard, 82, Topeka, died Friday June 25, 2004 at Midland Hospice.

He was born June 7, 1922 in Parsons, KS, to George and Kate Stallard. He graduated from Parsons High School in 1939.

During World War II Mr. Stallard served in China and India from 1942-1945 with the 14th Air Force "Flying Tigers" and was awarded a bronze star. He served during the Korean Episode from 1951-1953 in Denver, CO and Harlingen, TX. He remained in the Air Force Reserves until retiring in 1966 with the rank of Major.

Mr. Stallard attended Parsons Junior College, and the University of Kansas, before graduating in 1949 with a bachelor's in civil engineering from Kansas State University. He went to work for the KDOT in 1949 and served in offices in Oswego, Girard, Chanute, Fort Scott, Coffeyville, and Pittsburg before moving to Topeka in 1976 as the District One Construction Engineer. He retired from KDOT in 1988.

Mr. Stallard was a Deacon and Ruling Elder for Presbyterian churches in Coffeyville, Pittsburg, and Topeka and was a youth leader for the church in Fort Scott. He was a member of the Kansas Engineering Society, National Society of Professional Engineers, Kansas Association of Public Employees, KSU Alumni Association, West Topeka Cat Backers, West Topeka Kiwanis Club and the Democratic Party. He also volunteered with Let's Help and Meals On Wheels.

He married Ilo Jean Smith on April 24, 1948. She preceded him in death August 16, 2002. Survivors include three daughters, Lynn Stallard, Topeka, Gail Harry, Canton, MI, and Janet Stallard, Lawrence; a son, Doug Stallard, Lake Jackson, TX; six grandchildren; and two great-granddaughters.

Private family graveside services will be at Mount Hope Cemetery. Memorial services will be 4:00 p.m. Tuesday June 29, 2004 at the First Presbyterian Church of Topeka. Mr. Stallard will lie in state and the family will greet friends from 4:00 p.m. until 6:00 p.m. Monday at the Penwell-Gabel Mid -Town Chapel.
