Mark Edward Caplinger of Topeka, Kansas, passed away Sunday, June 12, 2022. He was born on June 19, 1959, in Topeka, Kansas. He graduated from Topeka West High School, Washburn University, and Washburn Law School. Mark was a telecommunications attorney for 37 years, the past 11 years in private practice. He had served as Executive Manager of the State Independent Telephone Association during his tenure at the James M. Caplinger Chartered law firm. He will be missed by the telecommunications industry in Kansas.
Mark had also been a past board member of Meals on Wheels and was a member of the Kansas Bar Association.
Mark is survived by his beloved daughters Jessica Chimene Windler (Chris) and Katharine Elizabeth Caplinger (Adam Lee) and his beloved grandsons Korben Gray Edward Lee and Colt Loren Windler. Mark is also survived by his mother, Barbara Simmer, sister, Sharon Keyes, mother of his daughters Elizabeth Charveze, and numerous nieces and a nephew. He will be dearly missed by his longtime companion Nancy McKenzie and many other friends across Kansas and the United States.
Mark was predeceased by his father, James M. Caplinger, Sr. and his brother, James M. Caplinger, Jr.
