Frank Morgan Rice, 84, passed away Monday, January 18, 2016, surrounded by his family at Stormont-Vail Hospital.
Frank was born December 29, 1931, in Emporia, KS, to Floyd Joseph and Elizabeth Helen (Morgan) Rice. He graduated from Florence High School, and Washburn University with a BA in Political Science. Frank served in the Army. After his time in the military he earned his MA in Political Science from the University of Wisconsin. He graduated magna cum laude from Washburn University School of Law in 1959.
He taught at Washburn University in the economics and law department. Frank practiced law in Topeka for 49 years. He served on the Board of Regents at Washburn University from 1973 to 1981 and was Chairman of the Board from 1978 to 1979. Frank served on the Kansas Board of Law Examiners. He was also a member of the Topeka Bar Association, Kansas Bar Association, and Kansas Trial Lawyers Association.
Frank was a good friend and attorney for former Kansas Governor Alfred M. Landon.
He served on the board of the Boy's Club of Topeka. Frank was a member of the Rotary and Lions Club.
Frank served on the vestry at St. David's Episcopal Church.
He was an avid quail hunter and fisherman. Frank loved spending time at his farm near Dover, KS.
He is survived by his loving wife of 62 years, Betty J. Rice; three children, Kathy (Tim) Rodee of Syracuse, UT, Laurie (Richard) Evans of Fort Collins, CO, and Darren Rice of Kansas City, MO; four grandchildren, Blake (Kristin) Rodee, Morgan (Josh) Linebarger, Alex (Nisha) Evans, and Connor Evans; four great-grandchildren, Gracelyn, Addison, Preston, and Quinn; sister, Rebekah Caldwell, of Topeka.
Frank was preceded in death by his parents, and sister, Ruth Ann Rosensweet.
A memorial service will be at 11:00 a.m. on Monday, January 25, 2016, at St. David's Episcopal Church, 3916 SW 17th Street, Topeka, KS 66604.
The family will receive friends from 3:00 to 5:00 p.m. on Sunday at Penwell-Gabel Mid-Town Chapel, 1321 SW 10th Ave., Topeka, KS.
In lieu of flowers, memorial contributions may be made to St. David's Episcopal Church or Alzheimer's Association of Topeka, 3625 SW 29th Street, Suite 102, Topeka, KS 66614.
