7. Background: A graduate of Paola High School, he played football for Washburn University where he
graduated with a major in history. He received his law degree from the Washburn School of Law in 1954. Mr.
McKinney practiced law for 48 years up until his death, the last 20 years as a partner with McKinney & McKinney
in Topeka. He began his service as a JAG officer in Warner Robbins, Georgia. A past president and member of the
Topeka Bar Association, he is listed in Best Lawyers of America. Mr. McKinney was a member, past president and
director of the Washburn Alumni Association, past president and member of the Ichabod Club, Chairman of the
Board of Trustees of the Washburn Endowment Association and received the Washburn Service Award in 1992.
He also served the Kansas Bar Association as the Chairman of the Legal Education and Admissions Committee. He
was also a member of a Topeka Optimist Club and Lowman United Methodist Church.

11. Visitation times, place: Mr. McKinney will lie in state at Penwell-Gabel Mid Town Chapel after noon
Sunday where the family will receive friends from 7-8 pm Monday .
